1. Read the introduction. Why was Lincoln acting so cautiously with the Confederate regions already under Federal authority?
2. According to line #2, which people were made free according to the proclamation?
3. According to paragraph #4, where does Abraham Lincoln get his power to make such a proclamation?
4. The parishes in Louisiana, and the counties in West Virginia that were exempt from the proclamation, were exempted why?
5. The proclamation only freed the slaves in the areas still in rebellion to the Federal government. Do you view this as weakness on Lincoln's part (that he wasn't a true abolitionist) or do you view it as a clever tactic used as a stepping stone to ultimately be rid of slavery in the whole country?
